Phillip Westbrook has been involved in physical plant operations since 1983. In 1975, Philip took advantage of the opportunities offered by the U.S. Navy, training in steam plant operations as a machinist mate, receiving formal schooling in steam plant operations, air conditioning, and eventually nuclear power. Between 1983-1992, he assumed the duties of Plant Engineer at Corona Community Hospital. While there, he was involved in many construction projects as the owners representative. In 1993, he assumed the position of Supervising Engineer at California State University in San Bernardino. Philip rose to the position of Chief Engineer and Energy Manager in 2006. While there, the campus grew from 600K sq. feet to over 2.7 mil sq. feet. The University has embarked on many energy projects including campus wide chilled water improvements, receiving AEE energy project of the year in 2009, 1.3 MW PV installation, 1.4 MW Fuel Cell CHP and campus wide LED site lighting project of 1800 fixture count. Philip has attained a CEM and REP certifications from the Association of Energy Engineers.
